TOWN OF NORTH ANDOVER
COMPREHENSIVE WASTEWATER MANAGEMENT PLAN (CWMP)
The North Andover Department of Public Works (DPW) is currently leading the development of a Comprehensive Wastewater Management Plan (CWMP).
The intent of the CWMP is to provide guidance and direction to the Town for managing its wastewater collection and disposal over a 20-year planning
period. The Town has employed S E A Consultants, Inc. (S E A) of Cambridge, Massachusetts, as its wastewater consulting engineers to lead this CWMP effort.
S E A is a leading New England civil and environmental engineering firm located in Cambridge, Massachusetts, with over ten years of experience
with the North Andover sewer system.
The CWMP will help prioritize areas of wastewater disposal need in Town and also ultimately recommend future Capital Improvement Projects for the Town’s sewer system. Upon completion of the planning study, the Town will have a comprehensive report which will accomplish the following.
.. Identify Areas of Need: Identify the properties, neighborhoods, or areas of the Town that are
experiencing or are likely to experience difficulties with collection and disposal of wastewater.
.. Identify Alternative Solutions: Determine alternatives ranging from on-site systems to town systems for addressing the needs.
.. Screen Alternatives: Determine alternatives that seem most practical and cost-effective.
.. Identify Impacts: Present environmental and social impacts of each of the screened alternatives and perform a ranking based upon a rational scoring system.
.. Create an Organized Plan: Present the most cost-effective Town-wide plan for wastewater disposal based upon costs and impacts.
.. Implementation Program: Create an implementation program that will address funding; institutional issues (betterments, user fees, by-laws); and program management phasing.
The CWMP is being prepared in conformance with Department of Environmental Protection (DEP) guidelines in order to preserve State Revolving Fund (SRF)
eligibility of future recommended projects.
The Town met with DEP at the start of the project and received information regarding issues important to the Agency. DEP will be reviewing the
CWMP twice before it is finalized.
Public participation is an important element of this CWMP. An on-site wastewater disposal systemquestionnaire was included in the Town’s June of 2007 tax bill,
and we received information from approximately 300 property owners who currently do not have access to the Town sewer system.

The project’s next Public Meeting will be held Thursday, June 19th at 7 p.m. in the Senior Center at the rear of Town Hall, 120 Main Street.
