A Year in Review: 2005-2006
YEAR IN REVIEW:  2005-2006
2005 and early 2006 continued to be a extremely busy time for the Department as it assists in implementing economic development efforts and provides support for the Planning Board’s review and amending of the land use regulations. The Planning Department reviewed and granted fourteen watershed special permits, reviewed sixteen site plan special permits, and reviewed three requests for waivers from watershed and site plan reviews. The Planning Department also completed two definitive subdivisions, totaling 17 new housing units.

Under M.G.L. Ch. 40A, Section 5, The Planning Board is responsible for advertising a public hearing for any proposed zoning bylaws to be voted upon at Town Meeting. In addition to holding public hearings, the Planning Board works on drafting any proposals or amendments to the zoning bylaw. This involves researching of other town’s bylaws and regulations, reviewing publications, and assimilating gathered information into drafting new bylaws and regulations suited to the needs of North Andover. A significant amount of the Planning Department’s staff time and effort is spent each year on keeping the bylaws up to date. At the May and December 2005 Town Meetings and June 2006 Town Meeting amendments were accepted to:

 Amend Zoning Bylaw Section 4.133 Industrial 2 District to increase the number of permitted recreational uses within in this zone.

The rezoning of a parcel of land, from Village Commercial to General Business, located at 651Turnpike Street.

The rezoning of a parcel of land, from Industrial 1 to Business 2, located at 1503 Osgood Street.
The rezoning of a parcel of land, from Industrial 2 to Business 2, located at 1000 Osgood Street.
The rezoning of a parcel of land, from Industrial 1 to Business 1, located at 2370 Turnpike Street.
