The North East Law Enforcement Council (NEMLEC) consists of 30 Cities and Towns in Essex and Middlesex County, one of which is North Andover. Membership requires that each police department provide manpower that forms the nucleus of the Regional Response Team and its specialized sister organization, the Special Weapons and Tactics unit. North Andover has personnel on both units.
In return for the manpower, North Andover receives investigative support, training opportunites sponsored by NEMLEC, model policies and procedures, communications towers and regional crime analysis.
The most recent NEMLEC endeavor is the School Threat Assessment and Response System (STARS) that provides specialized resources to the Town in the event of violence induced school emergencies.
