History of the Housing Partnership Committee
The Housing Partnership Committee was established by a resolution of the Board of Selectmen in 2004. The committee was directed to encourage and facilitate creation of affordable housing within North Andover and to develop an outreach program to educate local residents about the need for affordable housing.
This resolution by the Selectmen grew out of two study/planning efforts.
In 2002, a Commission on Housing Issues was established to assess the status of affordable housing within North Andover, particularly as it relates to Chapter 40B . The commission formulated a list of strategies intended to enable North Andover to reach its 40B-mandated requirement that 10% of the permanent housing stock be affordable. This list of strategies is
referenced in the resolution creating the HPC.
Concurrently with the Housing Commission, North Andover developed a Community Development Plan which explicitly addressed the Town’s housing needs, but considered those needs in the context of Economic Development, Open Space & Resource Protection and Transportation.
Both of these planning efforts recommended forming a Housing Partnership Committee.
