Conceptual Plans
The purpose of this webpage is to provide information to the town residents concerning North Andover Old Center/Town Common Reconstruction.

This project has three components, only one of which is controlled by the town of North Andover. They are: underground utilities, road and drainage improvements, and drainage improvements to the Town Common. The Common drainage improvement is the town project; the road and drainage are Mass. Highway Dept., and the underground is by the respective utility companies.
~Project description:

The limits of the projects are:
1. from approx. #212 Andover St. and #13 Chestnut St., along Andover St. through the center and down Great Pond Rd. to Stevens St.
2. from #220 Osgood St., across Mass. Ave, to Andover St.
3. from #695 Mass. Ave. through the center
4. frm Milk St., Down Johnson St., to the center
5. from #49 Salem St. to the center


The first phase is the Utility Underground part and has been underway all winter. Two private contractors are doing this project for the utility companies. The first contract for the electric, telephone and cable companies involves placing the overhead wires inside the project limits underground and the installation of specialty replica street lighting poles. The second contract is the replacement and upgrading of gas mains and services within the project limits. It is anticipated that this will be completed in June 2006.

The second phase is the road and drainage project #602736 and is under the control of the Mass. Highway Dept. It involves the complete replacement of the traffic and drainage infrastructure within the project limits. The anticipated start and completion dates are Spring 2006 through 2007 respectively. The major traffic components will be the elimination of the traffic island and construction of a roundabout in the Old Center and the installation of a traffic light at the intersection of Mass. Ave. and Osgood St.

Concurrent with the Mass. Highway project, the town will be upgrading and improving the surface drainage on the Town Common as phase three.
